Angeles City is a small town located 84km away from Manila but it's home to the biggest red light district in the Philippines. Many retired Americans settle down in Angeles City due to its low cost of living, warm weather and large amount of young, beautiful Filipino girls.
I've visited Angeles City many times and it's the best place for a single man to meet Filipino women. It's much less crowded than Manila and Fields Ave Walking Street contains all of the good nightlife in one easy to access location.

The good thing about Angeles City is most of the bars along Fields Ave Walking Street charge similar rates for drinks and bar fines. The chances of getting ripped off are slim if you stick to the main Walking Street Area.
As for freelancers and/or normal girls, many will offer a high price but most girls will be happy with 1k if you treat her nicely and make her laugh.
Getting Around
Angeles City is a pretty small town so there are no Grab taxis available. Most people travel using jeepneys or tricycles. Just flag down a driver and tell him where you want to go. Most charge anywhere from 50 to 100 PHP ($2).
Jeepneys can take you around Angeles City for just 13 PHP. Just head over to the Maingate Jeepney Terminal or AstroPark Terminal then ask where you need to go. Be extra careful of your stuff when riding on jeepneys because pickpockets target foreigners on board.
You can rent a motorbike for around 300 PHP per day if you want to get around town on your own.
One of the nice things about Angeles is the lack of traffic and pollution so you'll find getting around the city much easier than Manila.
Where to Stay
Angeles has lots of cheap budget hotels that cost under $40 per night for decent room. There aren't many budget hostels available in the city because Angeles is mostly a single man's destination.
My advice is to book a hotel near Walking Street where most of the action is. It makes bouncing your girl from the bar/nightclub much easier plus you can find some good deals if you book in advance.

Meeting Girls During the Daytime
You can meet Filipino girls around the city or using online dating apps.
Angeles City is extremely busy at night but you can meet some girls during the daytime. SM Clark Mall is a popular hang out spot for Filipino girls and it's a cool place to hang out and pick up some cuties.
Outside of SM Clark, there aren't any other good places outside of Fields Ave to meet girls. My suggestion is to walk around the Fields Ave area and see what's around.
First off, head to Terminal Central where the jeepner terminal is just before the Walking Street strip. Many beautiful girls will be going and coming from the jeepney terminal and you can meet some girls there.
Meeting Girls Online
Another good choice is to use online dating apps to chat and meet up with girls. Many girls are bored during the day and you can arrange some quick meet ups just by downloading some apps and sending a few messages.

If you're looking to mingle with locals & foreigners, then be sure to check out MegaDance Center located in the the beginning of Walking Street just before Envy Bar. Doors open at 10pm and you'll see a lot of Angeles City freelancer girls looking for foreigners inside the club.

Staying Safe
Angeles City is a small town so you shouldn't have too many problems at night. Avoid getting too drunk and walking around alone at night. If you bring a girl back to your room, remember to place your valuables in your hotel safe and girlproof your room before you go out at night.
There aren't many high paying jobs in this city and many young Filipinas are desperate to earn some income. That means theft & robbery is a concern but be sure to protect yourself.
